A Supreme Court petition raised a public-interest question about digital traffic challans: whether the V-Courts workflow can make a citizen enter a plea of guilt when the intended action is to compound an eligible traffic offence.
What the Court did
On September 2, the Supreme Court directed its Registry to forward the papers in Prabhjot Singh Dhillon v. E-Committee to the Court E-Committee for considering changes to the V-Courts and e-Courts portal.
What the petition alleges
The petitioner says the online workflow for certain compoundable traffic offences does not provide a sufficiently clear route to compound an offence without recording a guilty plea. The petition alleges this can result in a conviction being recorded when a citizen intends to pay the prescribed amount through compounding.
What has not been decided
The Court has not ruled that every fine paid through V-Courts produces an unlawful conviction and has not finally decided all allegations in the petition.
Why it matters
Citizens should be able to understand before payment whether an action compounds an offence, records a guilty plea or has another legal consequence.
