INVESTIGATION: NHAI Toll Fraud Probe: How Unauthorised Software Allegedly Diverted Highway Collections

The Enforcement Directorate opened a money-laundering investigation into alleged fraudulent toll collection at National Highways Authority of India plazas, with searches at 14 premises across seven regions on September 2.

What the agency alleges

The ED says it found evidence of unauthorised software allegedly generating toll receipts outside the approved system and diverting collections outside the official accounting mechanism.

  • Which plazas were affected?
  • Who controlled the alleged software?
  • How were transactions reconciled?
  • How much money was allegedly diverted?
  • Which operators or vendors were involved?
  • Did NHAI controls detect anomalies?

What remains to be established

The underlying FIR and formal ED material should identify affected plazas, amounts and the technical mechanism. An enforcement allegation is not a conviction.
