CBI investigation into alleged Haryana government funds diversion

Haryana ₹504 Crore Government Funds Case: What the CBI’s Third Chargesheet Changes

Posted on 09/02/202609/06/2026 By idmahamad sekh

New development: September 6, 2026

The Central Bureau of Investigation has filed its third chargesheet in the alleged ₹504-crore misappropriation of Haryana government funds. The latest filing names 19 additional accused, including six Haryana-cadre IAS officers, officials of IDFC First Bank and AU Small Finance Bank, and other state government officials. That brings the reported number of chargesheeted people to 37, with 26 arrests reported so far.

The allegations remain subject to judicial scrutiny. A chargesheet is not a conviction.

What changed in the latest chargesheet

According to the CBI, the latest case covers alleged diversion of funds belonging to eight Haryana government departments and organisations. The agency says government money was moved from empanelled banks into specific branches of IDFC First Bank and AU Small Finance Bank, where the alleged scheme involved public officials and bank personnel.

How the alleged money trail worked

The CBI alleges that funds were transferred to third-party accounts unrelated to the government departments, routed through multiple accounts and then converted into cash. The agency says this was carried out in violation of Haryana Finance Department safeguards concerning financial prudence and fraud prevention.

The investigation therefore matters beyond the headline ₹504-crore figure. The central accountability question is how a public-money control system allowed transfers across multiple departments and banking relationships without stopping or detecting the alleged diversion earlier.

Eight public bodies identified by the CBI

  • Department of Panchayat
  • Municipal Corporations of Panchkula and Kalka
  • Haryana School Shiksha Pariyojna Parishad
  • Haryana Labour Welfare Board
  • Haryana State Agricultural Marketing Board
  • Haryana State Pollution Control Board
  • Haryana Power Generation Corporation Limited

The scale of the investigation

The CBI says it has conducted 54 searches and seized incriminating material, including gold valued at about ₹20 crore. It has also filed earlier chargesheets covering other accused. The agency has taken over two related Chandigarh cases involving Chandigarh Smart City Limited/Municipal Corporation Chandigarh and the Chandigarh Renewable Energy and Science & Technology Promotion Society.

Those related matters reportedly take the combined amount under investigation to about ₹657 crore. The CBI says the investigation remains open to identifying other suspects, tracing the complete money trail and recovering proceeds of crime.

What still needs to be established

  • Which individual transactions made up the alleged ₹504-crore diversion.
  • Which approvals, authorisations or verification steps were used for each transfer.
  • Which bank and government controls should have detected unusual movements.
  • How much money has actually been recovered or secured.
  • Whether all 37 chargesheeted accused are ultimately prosecuted and convicted.
  • What institutional safeguards Haryana and the participating banks change after the investigation.

Why this matters to taxpayers

Government funds are not abstract accounting entries. They finance public services across departments. If investigators ultimately prove that controls were deliberately bypassed, the public-interest question will include not only individual culpability but also why existing treasury, departmental and banking checks did not prevent the alleged scheme.
