Introduction: Powering Indian Homes with Free Solar Electricity

Rising monthly power bills place a continuous burden on household budgets across India. To alleviate this strain while accelerating the nation’s clean energy transition, the Government of India launched the PM Surya Ghar: Muft Bijli Yojana. Administered by the Ministry of New and Renewable Energy (MNRE), this flagship initiative carries a national budget outlay of ₹75,021 crore aimed at delivering solar power to one crore (10 million) households nationwide.

Under this scheme, residential consumers receive direct central financial subsidies to install grid-connected rooftop solar photovoltaic (PV) systems. By producing solar power locally and feeding surplus units back into the grid via bidirectional net metering, eligible households can secure up to 300 units of free electricity every month. The government provides a direct bank transfer subsidy of up to ₹78,000 for standard residential installations, substantially cutting upfront costs and yielding estimated annual savings of ₹15,000 to ₹25,000 on energy bills.

Financial assistance also extends to Group Housing Societies (GHS) and Resident Welfare Associations (RWAs) for common utilities, including community lighting, water pumping systems, and shared electric vehicle (EV) charging stations.

Subsidy Structure at a Glance

The central financial assistance (CFA) is structured progressively according to the capacity of the installed solar rooftop system:

Eligibility Criteria

To qualify for financial assistance under the PM Surya Ghar scheme, applicants must satisfy the following conditions:

  • Indian Citizenship and Residency: The applicant must be a resident citizen of India residing in the property where the solar system will be installed.
  • Active Domestic Connection: The applicant must have an active domestic electricity connection registered in their name (or in the name of an immediate family member with an authorized NOC) with the local Electricity Distribution Company (DISCOM). Commercial and industrial connections are not eligible.
  • Rooftop Rights and Space: The household must own the residential property or possess valid roof rights. Approximately 100 square feet of shadow-free rooftop space is required per 1 kW of solar capacity.
  • No Duplicate Central Subsidy: The applicant or household must not have availed of any previous central government solar subsidy for rooftop solar systems.
  • DCR-Compliant Equipment: Solar panels and modules must meet the Domestic Content Requirement (DCR), manufactured in India by empaneled suppliers listed on the Approved List of Models and Manufacturers (ALMM).

Required Documents

Keep digital copies (PDF or JPG format under 2 MB each) of the following documents ready before applying online:

  • Proof of Identity: Government-issued ID such as an Aadhaar card or Voter ID card of the electricity consumer.
  • Latest Electricity Bill: A recent electricity bill (issued within the past 1 to 3 months) showing consumer account ID, sanctioned load, and service address.
  • Proof of Roof Ownership / Rights: Property tax receipt, sale deed, allotment letter, or landlord/society No Objection Certificate (NOC) for tenants or apartment owners.
  • Bank Account Details: Scanned copy of a cancelled cheque or bank passbook first page showing account holder name, account number, and IFSC code for direct subsidy transfer.
  • Passport-Sized Photograph: Recent color photograph of the registered applicant.
  • Mobile Number and Email: Active mobile number linked to the consumer ID for OTP verification and application tracking.

Step-by-Step Online Application Process

Follow these steps on the official National Portal to register, secure approvals, and receive your subsidy:

  • Step 1: Consumer Registration
    Visit the official National Portal for Rooftop Solar and select “Apply for Rooftop Solar”. Choose your State, District, and local DISCOM. Enter your Consumer Account Number from your electricity bill, provide your mobile number, and complete OTP verification.
  • Step 2: Profile Submission
    Log in to your consumer dashboard, verify your details, enter your address and sanctioned load, select your proposed solar capacity (e.g., 2 kW or 3 kW), upload your latest electricity bill, and submit for DISCOM review.
  • Step 3: Technical Feasibility Approval
    Your local DISCOM assesses grid capacity and transformer load. Upon technical clearance, a Feasibility Approval is issued on the portal with SMS and email confirmations.
  • Step 4: Vendor Selection and Installation
    Select an empaneled vendor in your district through the portal and execute the standard agreement. The vendor surveys the site and installs DCR-compliant solar panels with approved inverters.
  • Step 5: Net-Meter Installation and Inspection
    After installation, the vendor submits the work completion report. Apply on the portal for a bidirectional net-meter. A DISCOM officer inspects the system, verifies safety measures, and installs the meter.
  • Step 6: Commissioning Certificate
    Once synchronized with the grid, the DISCOM inspection officer approves the commissioning report, and an official Commissioning Certificate is generated on the portal.
  • Step 7: Claim Direct Bank Transfer (DBT) Subsidy
    Log into the portal, navigate to “Claim Subsidy”, enter your bank account details, and upload your cancelled cheque. After verification via PFMS, your central subsidy of up to ₹78,000 is transferred directly into your bank account within 30 days.
