INVESTIGATION: Chhattisgarh DMF Funds Case: Where the Mining-Affected Communities’ Money Was Supposed to Go

Posted on 09/06/202609/06/2026 By idmahamad sekh

The Enforcement Directorate says a Chhattisgarh District Mineral Foundation (DMF) investigation has reached a new stage after it arrested Satpal Singh Chabda on September 1, 2026 and obtained five days of custody. The case matters because DMF money is not an abstract government pot: the trusts are designed to benefit people and areas affected by mining.

The allegations remain allegations. The arrest and ED claims do not establish guilt.

What the ED says happened

In its September 2, 2026 public update, the Enforcement Directorate said its Raipur Zonal Office arrested Chabda under the Prevention of Money Laundering Act in a case concerning alleged misappropriation of DMF funds. The agency says the underlying investigation arose from multiple FIRs registered by the Anti-Corruption Branch/Economic Offences Wing and Chhattisgarh Police.

The ED describes Chabda as a liaisoner/financial coordinator in an alleged network involving public servants, vendors and intermediaries. The agency’s account says the investigation concerns diversion and misappropriation of money meant for mining-affected communities. A Special PMLA Court in Raipur granted five days of ED custody.

What DMF money is legally for

District Mineral Foundations are non-profit trusts established in mining-affected districts under Section 9B of the Mines and Minerals (Development and Regulation) Act, 2015. The Chhattisgarh government’s own district information says DMF priorities include drinking water, environmental protection, healthcare, education, women and child welfare, sanitation, housing, agriculture and other basic services.

That makes the accountability question unusually concrete: if procurement commissions or diversion occurred, the potential public harm is not only financial. It can mean fewer or delayed services in communities that were supposed to receive mining-related compensation and development support.

How much money is in the system?

Raigarh district’s official DMF page reports total receipts of about ₹643.79 crore from 2015-16 through 2025-26. Its latest listed financial year, 2025-26, shows ₹103.51 crore received. The figures are district-specific and should not be mistaken for the amount allegedly misappropriated in the criminal case.

What investigators need to establish

  • Which DMF-funded contracts or purchase orders are alleged to have been manipulated.
  • How vendors were selected and whether competitive procurement rules were followed.
  • Whether commissions were demanded, paid or routed through intermediaries.
  • Which officials approved the relevant expenditure and what controls were applied.
  • Whether the alleged transactions caused measurable loss to DMF trusts or affected delivery of approved projects.
  • Where any alleged proceeds ultimately moved and whether assets can be traced to them.

The bigger governance question

DMF is designed to convert mining-related revenues into visible benefits for affected communities. That makes procurement transparency and project-level auditing central to the scheme’s legitimacy. Chhattisgarh district authorities publish receipts, sanctions and, in some cases, audit material. The next useful documentary step is to match those records against the contracts, vendors and transactions identified in the criminal investigation.
