India Summons Pakistan Diplomat After Naval Collision in Arabian Sea: What We Know

Posted on 09/16/202609/16/2026 By idmahamad sekh

NEW DELHI | September 16, 2026 — India has summoned Pakistan’s top diplomat in New Delhi after a collision involving Pakistani naval units and an Indian Navy vessel in international waters in the northern Arabian Sea on September 15.

India’s Ministry of External Affairs described the conduct of the Pakistani naval units as “unacceptable and unprofessional” and said the incident caused no major damage. Pakistan had not immediately issued a public response in the reports available at publication time. AP reported the diplomatic protest, while Reuters reported that India formally raised the matter with Pakistan.

What happened?

According to India’s account cited by multiple outlets, the incident occurred during a routine surveillance mission by an Indian Navy vessel. Indian officials said a Pakistani naval ship approached at high speed and manoeuvred in a way that resulted in the collision. The precise sequence of manoeuvres has not been independently established through a publicly released joint investigation.

The Indian Express reported that the Pakistani vessel was identified as PNS Hunain and that the Indian vessel continued its mission. Other reports also said the incident caused no reported injuries or major damage to the Indian ship.

Why did India summon Pakistan’s diplomat?

The Ministry of External Affairs said Pakistan’s Charge d’Affaires was summoned and asked to convey New Delhi’s concerns to the relevant authorities. India said the conduct was in direct contravention of Article 10 of the April 1991 Agreement between India and Pakistan on Advance Notice on Military Exercises, Manoeuvres and Troop Movements.

The agreement is now central to India’s diplomatic protest, but the collision itself should not be confused with a finding by an independent investigation about intent. At publication time, the publicly available accounts primarily reflected India’s official position and media reporting based on officials and sources.

What is confirmed and what is not?

  • Confirmed: A naval collision occurred in international waters in the northern Arabian Sea on September 15.
  • Confirmed: India summoned Pakistan’s top diplomat in New Delhi on September 16.
  • Confirmed: India said there was no major damage.
  • Reported by Indian sources: The Pakistani vessel approached at high speed and manoeuvred unsafely.
  • Not independently established: The complete sequence of manoeuvres and the precise cause of the collision.
  • Pending: A detailed public account from Pakistan and any further investigation or technical findings.

Why the incident matters

The incident comes against an already tense India-Pakistan security relationship. A maritime collision involving military vessels carries risks beyond the physical damage because communication, manoeuvring and rules governing military activity can affect how quickly an incident escalates.

For now, the public record shows a diplomatic protest rather than an announced military response. Further statements from either government could clarify the circumstances and whether additional measures are planned.
