Madhya Pradesh’s Economic Offences Wing is investigating alleged irregularities in a ₹10.99-crore government computer procurement conducted through the Government e-Marketplace. The allegations concern overlapping bidder details, questionable manufacturer authorisation, equipment allegedly installed before being presented as new, specification discrepancies and UPS pricing.
What investigators say they found
Reporting based on the EOW account says four bidding firms had overlapping contact details and were allegedly connected through a common GST account and individual. Investigators are examining whether the separate bids represented genuine competition.
The old-versus-new question
According to reporting based on the EOW investigation, computers installed at government premises on July 22, 2024 were later presented as new equipment in a tender dated September 23, 2024. If proved, that could raise questions about compliance with the tender’s new-equipment requirement.
Specifications and component substitutions
Investigators are also examining reported differences between the tender specifications and supplied machines, including SSD and RAM components. The key documentary questions are what the contract required, what was delivered, and what officials accepted.
The UPS pricing trail
The EOW has reportedly flagged a UPS with a printed price of ₹6,086 that was purchased for ₹11,247, while a GeM price cited in the investigation was around ₹3,754. Investigators also received information questioning whether the model supplied matched the tendered model. These are allegations under investigation, not judicial findings.
What the FIR establishes, and what it does not
An FIR begins a criminal investigation and does not establish guilt. The decisive evidence should include the tender file, bidder ownership and contact records, OEM authorisations, delivery and installation records, asset registers, inspection notes, invoices, GeM transaction data and technical specifications used for acceptance.
Why this matters
Government marketplaces are intended to make public purchasing transparent and competitive. This case therefore raises a broader control question: can procurement records reliably establish that bidders were independent, goods were genuinely new and supplied specifications matched the contract?
